Abstract : After Hangzhou Internet Court launched judicial blockchain, Beijing Internet Court also announced its judicial blockchain system, Scale Chain, or “Tianping Chain” in Chinese. With Alibaba and Baidu’s researching and developing, blockchain technology keeps going in the field of laws and regulations.
After Hangzhou Internet Court launched judicial blockchain, Beijing Internet Court also announced its judicial blockchain system, Scale Chain, or “Tianping Chain” in Chinese, to store digital evidence.
Tianping Chain is a blockchain-based system for depositing electronic evidence which is jointly built by the China Industrial Control Systems Cyber Emergency Response Team (CICS-CERT), Baidu and other Chinese leading blockchain organisations. Tianping Chain is based on Baidu’s “XuperChain” infrastructure, and has gained access to data from 24 Internet platforms or third-party data platforms, which includes 17 governmental nodes, such as Judicial Appraisal and Notary Public Office.
ChainDD has been told that in the recent three months, Tianping Chain has been used to record all the applications people submitted through electronic litigation platform. As of December 22, it has collected more than 1 million piece of data, and recorded 18,7623 documents regarding evidence deposition and 316 pieces of validated evidence.
On September 18, Hangzhou has launched its judicial blockchain platform and became to the country’s first Internet Court who uses blockchain technology. On December 22, Tianping Chain launched in Beijing, and its nodes number and application usage ranked on the top in China Judicial field. From Hangzhou to Beijing, blockchain technology is expanding its influence in judicial area.
Judicial Recognition Open the Market
It is generally accepted that whether a technology can be applied in a large scale, depends on the recognition of laws and regulations. China’s Supreme People’s Court ruled that Internet Courts across the nation would recognize blockchain data as one form of digital evidence, and this was an official recognition to blockchain technology.
On September 7, China’s Supreme People’s Court released its Regulations on Internet Courts Operations and Related Issues. Section 11 of this document says, digital information submitted by applicants would be collected and saved by electronic signatures, trustful time stamps, hash validations and blockchain technology. After that, Internet Court will verify those information if e-platform could verify its authentic. This is the first time that China recognise blockchain’s evidence verification function.
The judicial department has an open-mind towards new technologies. No doubts, judicial blockchain makes electronic data trustful during the whole process of creation, storage, broadcast and usage.
Blockchain Technology’s Breakthrough
Hangzhou Internet Court’s blockchain is supported by Ant Financial Service. As of 16.35 on December 25, Hangzhou Internet Court’s blockchain has 2,561,972 blocks, 1,251,116 operations based on blockchain and 629,129 evidence storage operations. While Beijing Internet Court’s blockchain technology is based on Baidu’s “XuperChain” infrastructure.
On the opening ceremony of Tianping Chain, Tan Dai, a senior engineer from Baidu and blockchain lab director, stated that blockchain and judicial work well together. Blockchain electronic evidence platform’s nature of tamper-proof and secure, will transform electronic information to electronic evidence, standardize intelligence property issues among digital economy, and enhance judicial effectiveness as a result. Baidu’s XuperChain is a perfect solution for pain points in blockchain and judicial scenarios such as low security, weak function and low volume.
ChainDD has been told that in terms of security, Baidu’s XuperChain provides several safety protection schemes for Tianping Chain, such as digital fingerprints, in order to protect privacy on the blockchain. In terms of function and storage, based on super node architecture, DAG technology, parallel chain can return side chain technology and parallel chain block chain underlying technology makes the Tianping Chain performance over 50,000 network, 300,000 TPS, the realization of the Internet content storage.
Besides, Baidu’s XuperChain provides a lightweight Consumer Verification (LCV) technology, supports personal computers and mobile phones regardless of computing power or storage supports. In a word, everyone’s electronic data can access to Tianping Chain.
Correct the View of “Tech Is All”
Due to blockchain technology, users can record all the operations on the chain by particular programs. Electronic evidence such as e-contracts submission, the protection of right, service checking will be recorded by multiple nodes, such as Notary Public Office, CA or RA Institutions, Judicial Appraisal and Courts. All nodes will witness while the whole chain is trustful.
However, many cases happened in the real world is hard to be recorded on the chain through blockchain technology. This issue is as same as the trace issue of blockchain, i.e., correct input before information being recorded on the chain. For example, a traffic accident can only be collect and recorded by individuals.
Blockchain redefined trust, but not in a Utopian world where traditional credit institutions are not exist. Therefore, when it comes to judicial, multiple credit institutions should be involved in together with traditional evidence collection, such as paper documents, electronic data and physical things should be used to make sure data on the chain is authentic and trustful. Alibaba, Baidu, Hangzhou Internet Court and Beijing Internet Court are the great forces to push blockchain technology forward, and enhance the public’s trust on blockchain.
