Supreme Court Established A United Platform for Blockchain, Local Judicial Blockchains Are Suspended

We learned from multiple sources that the building of judicial blockchain is currently under suspension.
We are informed that the supreme court is building a platform of blockchain for the people’s courts under a plan that integrates legal system blockchain platforms. The interviewee said platforms that are already established by local courts are not affected by the suspension while the new ones are stalled.
A staff focusing on underlying technology in private blockchain told us, “Some courts suspended their plan to establish relevant blockchain platforms and wait for instructions from supervising departments.”
Judicial blockchain is an electronic verification platform based on blockchain for evidence in courtroom. Users’ operation over the app will be directly recorded during the legal process. Services include submission of online e-contract, protection of rights and interests electronic evidence, and services procedures proof. Notary public office, CA/RA institutions, national judicial authentication institutions, courts and some other nodes record the whole process in a trustworthy manner.
Blockchain, a new method of verifying evidence, is secured, efficient, convenient and low in cost. It improves the efficiency of the court.
Hangzhou Internet Court, as the first in the country to use blockchain in court, launched their judicial blockchain on 18, September 2018. By the time of 11:20am, 6 November 2019, Hangzhou Internet Court has stored 576,247,979 pieces of evidence.
In addition to three major internet courts, local courts are actively applying blockchain technology. By December last year, Zhengzhou Intermediate people's court launched a e-proof platform powered by blockchain. According to Xinhua News Agency, Hefei Shushan People’s Court in Anhui also launched their platform for blockchain electronic evidence storing.
Use blockchain to store evidence is now common in the legal field, which is also seen as a blockchain application scenario. However, local courts chose their own private blockchain partners including Ant Blockchain, Baidu, Tencent and JD Chain. This results in hundreds of different blockchain platforms.
According to the list of approved blockchain projects by Ministry of Industry and Information Technology, invoice is one of the main blockchain application fields.
A senior lawyer share views on judicial blockchain suspension, “It sounds reasonable for the supreme court to build an integrated and coordinated platform.”
The supreme court’s blockchain platform was once shown in a meeting in August this year. Many news agencies reported that this platform is based on Ant Blockchain’s technology and finishes the construction of 27 nodes. Involved nodes are 21 courts from the supreme court to local courts, National Time Service Center Chinese Academy of Sciences, Tiaojie platforms, notary public organizations and national judicial authentication institutions. Apart from these nodes, all four types of courts accomplished the process of storing 180 million data and support verification on the blockchain.
The name of the platform shows the determination for the supreme court to form a united platform which local courts can join as nodes and can be managed by the supreme court.
However, a source from a blockchain company told us that, “the situation of multiple blockchain platforms can be solved by cross-blockchain platform technology. The supreme court must have other considerations.”
